Tim Carroll
Tim started his project management career on large-scale construction projects in the oil and gas sectors. Then he worked on IT-based programmes of change, primarily in the financial services and telecommunications sectors, latterly with Oracle Corporation.
Tim joined Standard Chartered Bank in 1997 and was initially responsible for improving project delivery across its worldwide operations. This work included the implementation of project and programme management disciplines and the coaching of project managers on the bank’s major projects. He has also implemented portfolio management practices.
In recent years he has led SCB’s global programme for compliance with Basel II, the new regulatory regime for capital and risk management. He is now responsible for managing the broader change agenda for the Risk function, including a range of operational improvement projects and business initiatives.
Having made the move, over time, from projectized organizations to managing change within commercial organizations, Tim believes strongly that the context within which projects are delivered has a major influence on project practices and processes.
